Here is the official SBEC ruling:
SBEC’s G/T Supplemental Certificate
The State Board of Education (SBEC) is now offering a G/T Supplemental TExES exam. Those teachers passing the exam will receive a Gifted and Talented Certification. This certification is not required by the state of Texas for teachers of the gifted. Teachers that are taking this test presently are doing so on a voluntary basis. What is now required by the state is that teachers who provide services to gifted students as part of the district's g/t program must complete 30 hours of G/T professional development. This must include six hours in nature and needs of the gifted, six hours in assessment of the gifted, and eighteen hours in curriculum for the gifted.
What is on the G/T Supplemental test?
The content on the G/T Supplemental test is derived from the G/T standards. Those standards are listed on the SBEC website under the Standards and Testing link. The test is a multiple choice test. Also on the SBEC website you will find a study guide with sample questions.

When will this test be required for new teachers of the gifted ? Will experienced gifted teachers be grandfathered?
On Friday, May 6, 2005, the State Board for Educator Certification (SBEC) voted NOT to require the new TExES Gifted and Talented Supplemental Certification for assignment to be part of a district's gifted services. The Texas Administrative Code rule remains in effect for the 2007 - 2008 school year. The Gifted and Talented Supplemental Certification is an optional certification which educators may hold above and beyond the state requirements.
