Region 14 ESC collaborates with and provides leadership, as well as support for school districts, college and university programs, parents and agencies serving students with disabilities. The Inclusion Program disseminates information and materials, and provides staff development to assist districts, campuses and charter schools in their efforts to support students with disabilities so that they may access the general curriculum in the LRE. The program offers staff development and technical assistance to provide TEKS-based instruction and best practices related to curricular/instructional adaptations to support students in the general education environment.

Our goal is to:
• Focus on staff development and technical assistance to districts that will support all students with disabilities to gain access to TEKS-based instruction as evidenced by participation rates on statewide assessment.

• Provide quality staff development and technical assistance to districts in supporting their students with disabilities to demonstrate progress on statewide assessments as evidenced by TAKS passing rates or meeting ARD expectations.


• Close achievement gaps as evidenced by TAKS participation and/or TAKS A and TAKS M participation on grade level or one grade level below enrolled grade level.
