Alternative Certification - Superintendent

The Region 14 ESC Superintendent Alternative Certification Program (SACP) is a one year preparation program for aspiring superintendents. It provides an opportunity for individuals who have mid-management or principal's certification to participate in an intensive, comprehensive program leading to superintendent certification. The program is designed only for highly committed candidates who are able to excel in a fast-paced training environment.

Candidates acquire knowledge and skills in a practical, real-world learning environment. Networking opportunities promote development of collegial relationships among candidates, their mentors and other practicing administrators.

Training includes seminars delivered by practitioners in the field of administration, mentoring by an experienced superintendent and field-based experiences. Initial training takes place during the months of June and July and continues with monthly one day sessions during the school year. Training is directed toward successful passage of the TExES superintendent's test.

SACP consultants conduct and monitor the program and maintain close contact with the candidates and mentors. Program consultants oversee the internship and formally observe the candidate a minimum of three (3) times during the school year.

Region 14 makes a recommendation to the state for a standard superintendent certificate at the end of the program. This recommendation is contingent upon successful completion of all program requirements, a passing score on the TExES test and recommendation from the intern's mentoring administrator and the SACP program staff.
Requirements

  • Master's Degree from an accredited institution of higher learning


  • Principal Certification


  • Completed application with official transcripts from all colleges and universities


  • Copy of Teacher Service Record


  • Payment of a non-refundable $60.00 application fee




  • Cost of Program

  • Program Application Fee - A $60 non-refundable application fee is required when an application is submitted.

  • Program Fee - A $5,000 fee will be paid to Region 14 ESC to cover program costs. A non-refundable down payment of $1,000 is due upon acceptance into the program. The balance of $4,000 may be prorated over 10 months and is payable to Region 14 SACP. ***.


  • TExES Examination Fee - A $240 fee will be paid to Education Testing Service (ETS) at the time the candidate is ready to take the superintendent TExES test.


  • Application Fee for Probationary Superintendent Certificate - If the superintendent candidate is serving in a superintendent position prior to completion of the program, a $52 fee will be paid to the State Board of Educator Certification (SBEC) when application is made for probationary superintendent certification.


  • Application Fee for Superintendent Certification - A $77 fee will be paid to SBEC upon successful completion of the TExES test and recommendations for certification from mentor and SACP program staff.


  • Books and Materials Costs - Approximately $500.


  • *** An additional fee of $1,000 is charged for candidates who work outside the Region 14 service area.
    Summary

    The following criteria must be met in order to be recommended for certification:

  • Complete all training hours


  • Satisfactorily complete all assignments and projects


  • Pass TExES Superintendent Exam


  • Receive recommendations from both the mentoring administrator and the Region14 SACP Consultant


  • Payment of all certification fees, TExES fees and SBEC fingerprinting fee


  • Certificates received through SACP are recognized throughout the state of Texas commensurate to university administrator preparation programs.

    Alternative Certification is also available in special education, math, science, counselor and principal. A masters degree is also available with Sul Ross State University.
