Preschool Programs for Children with Disabilities

Preschool Programs for Children with Disabilities (PPCD) are considered an integral part of Region 14 Education Service Center's special education program, addressing children with disabilities ages 3 through 5 years, in accordance with state laws and rules adopted by the Commissioner of Education. At Region 14, PPCD functions within the Center for Teaching and Learning. The Texas Education Agency has established the following preschool priorities for the Education Service Centers:

Provide technical assistance to support children with disabilities, ages 3 through 5 years by


  • Staff Development and training of general and special education administrators and teachers and personnel from other programs serving children with disabilities, in areas of curriculum content, instructional methodologies, and assistive technology


  • Clarification of federal and state laws regarding preschool children with disabilities


  • Dissemination of information from the Texas Preschool Evaluation Project (TPEP), the Showcase of Promising Practices, and other recommended practices (used to assist LEAs in solving preschool problems)


  • Providing program support in appropriate individualized assessments for preschool children with disabilities


  • Participating with agency personnel to promote and implement leadership activities for preschool children with disabilities, ages 3 through 5 years


  • Assist in planning and developing a statewide comprehensive service delivery system for children with disabilities from birth through 5 years of age enrolled in special education by:

  • Facilitating and participating in interagency collaboration activities with other agencies providing service to preschool children with disabilities


  • Disseminating information and strategies pertaining to the transition process among and between intervention (ECI) programs to preschool programs for children with disabilities and from preschool programs for children with disabilities to prekindergarten, kindergarten programs, or other educational settings


  • Supporting school districts in establishing a network of communication and collaboration to provide a continuum of settings for children 3 to 5 years of age with disabilities


  • Evaluating the effectiveness of all training, technical assistance activities, and services provided by the ESC at the regional level

    Providing guidance in the building of relationships between local Early Childhood Intervention programs and Local Educational Agencies as they work together to develop, maintain, evaluate, and refine their collaborative systems for the smooth transition of children and their families who leave Early Childhood Intervention services and enter public school services.

    Percent of preschool children with Individualized Education Programs (IEPs) who demonstrate improved:
    A. Positive social-emotional skills (including social relationships);
    B. Acquisition and use of knowledge and skills (including early language/ communication and early literacy); and
    C. Use of appropriate behaviors to meet their needs.
    Based upon the specifics designated within indicator 7 and the requirements to report data for all local education agencies (LEAs), the State will use the Early Childhood Outcome Center’s Childhood Outcomes Summary Form (COSF) model as a method for developing an Early Childhood Outcomes Measurement System. The COSF is a template which allows LEA staff to record multiple sources of assessment information regarding a student’s level of functioning in each of the prescribed outcome areas. The form also serves as a template for converting individualized assessment data into a consistent system for statewide reporting.

    The Preschool LRE Initiative was designed to assist districts in assessing the quality of educational programs for preschool children with disabilities in the least restrictive environment. The goals for this effort are to increase the number of preschool students served in least restrictive settings, to assist districts in assessing and expanding their current continuum of placements for preschool students with disabilities, and improve the quality of services and partnerships with other service providers.
